下半旗、交通工具笛声长鸣 全中国默哀3分钟

(北京19日综合电)在今日下午2时28分起，中国全国人民为四川汶川大地震遇难者默哀3分钟。各地汽车、火车、舰船笛声长鸣，防空警报在各城市上空鸣响。

全国人民静立默哀

胡锦涛、吴邦国、温家宝、贾庆林、李长春、习近平、贺国强、周永康等领导同志在中南海怀仁堂前肃立默哀3分钟。

全国人大常委会、国务院、全国政协、中央军委有关负责同志亦同时哀悼。

在同一时刻，香港的轮船、火车和非运营状态中的公交车辆同时鸣笛，向四川地震遇难者致哀。行政长官曾荫权率全体公务员默哀。

北京时间19日14时28分，中国驻外使领馆、驻国际组织代表处、中资机构等举行悼念活动，参加活动全体人员默哀3分钟，沉痛悼念四川汶川大地震遇难者。

奥运火炬传递暂停3日

此外，今日起一连3天为全国哀悼日，全中国及驻外机构下半旗，北京奥组会决定奥运火炬传递暂停3日，哀悼亡魂。这是中共建政以来首次在全国范围为惨死的平民下半旗，香港也下半旗3日志哀。

按照预定日程，京奥火炬今日原定在浙江宁波、嘉兴传递，接著2日在上海传递。

宁波市政府表示，宁波站的圣火传递顺延3天至5月22日举行。预计日后火炬传递的行程将进一步缩减，以如期完成传递到北京。

首为平民全国下半旗

按照中国《国旗法》第十四条规定，下半旗志哀的对象包括国家主席、全国人大委员长、总理、中央军委主席、全国政协主席、对中国或世界和平有杰出贡献的人士。法例还特别规定："发生特别重大伤亡的不幸事件或者严重自然灾害造成重大伤亡时，可以下半旗志哀。"

中共建政59年来，只在毛泽东、邓小平等中共领导人逝世时下半旗志哀，从未为遇难的平民在全国范围下半旗。自1998年长江发生百年一遇水灾、造成4,100多人死亡至今，内地学者、民众、传媒一直都有呼声，要求为发生重大伤亡的天灾人祸下半旗，但从未被当局采纳。

中共今次破例为地震遇难者在全国下半旗志哀，相信一是由于民间和传媒压力，网民不停发出呼吁，广州《南方周末》、北京《中国青年报》等报章也发表评论，强烈要求举行全国哀悼及下半旗。二是由于国际压力，南美的秘鲁政府已在16日颁布最高政令，宣布5月19日为"全国哀悼日"，以悼念中国四川地震中的遇难者，这是秘鲁第一次为外国遇难者宣布"全国哀悼日"。三是由于在灾区奔波88小时后返回北京的国务院总理温家宝，既理解灾民的苦难，也重视民意。

网民赞赏：以人为本

对于国务院决定在全国为地震遇难者下半旗，内地网民昨日多数表示赞赏："这是为普通百姓第一次下半旗！支持！""人性化。一切以人为本。彻底与封建等级割裂。"但对于京奥圣火传递只是暂停3日，网民就有不同意见："颟顸的政府再一次低下了他那傲慢的头了。"也有民众留言说："早该停了，也一直停下去，烧的钱能救很多灾区的人，为死者祈祷，为生者祝福。"
